Public Hearings

A public hearing was held for Bylaw No.1288/18. Bylaw No. 1288/18, is a bylaw of Lacombe County to amend the Town of Bentley/Lacombe County Intermunicipal Development Plan (IDP) Bylaw No. 1164/12. Council subsequently gave second reading to the bylaw.

A public hearing was also held for Bylaw No.1280/18. Bylaw No. 1280/18, is a bylaw of Lacombe County for the purpose of adopting the Milton/Morningside Area Structure Plan.

By resolution of council, a second public hearing was set for Dec. 13, 2018 based on additional information provided at the Nov. 8, 2018 public hearing.

DeGraff Subdivision

Subdivision S-38-18 was approved by council subject to a number of conditions.

Milton Outline Plan/Hwy 2 Corridor Economic Development Study

The Milton Outline Plan was overrode by adoption of the Milton Morningside Area Structure Plan. The plan is a statutory plan which was adopted by bylaw on July 10, 2008.

The Highway 2 Corridor Economic Development Study, endorsed on Sept. 8, 2003, provides guidance for development along the QEII corridor. All lands identified in this study are now under the specific guidance and regulation of area structure plans.

Both the Milton Outline Plan and the Highway 2 Corridor Economic Development Study were cancelled by resolution of council.

LAPA – request for support

The following resolution received the approval of council:

That Lacombe County agree in principle to support the Lacombe Athletic Park Association’s (LAPA) proposed expansion of the MEGlobal Athletic Park, and further, agree to continue to provide on-going operational support following the expiry of the county’s current commitment on Dec. 31, 2020.

Authorization to offer for sale

By resolution of council the county manager was authorized to advertise the property described as Lots 1, 2, 3, 41, and 42, Block 9, Plan 7159AI (Mirror) for sale; and further, was authorized to sell the property.

Sylvan Lake Regional Wastewater Commission – Management services

A resolution that the county manager be authorized to submit a Request for Expression of Interest in Providing Management and Administrative Services to the Sylvan Lake Regional Wastewater Commission received the approval of council.

Purchase of tickets for community events

Policy AD(36) Purchase of Tickets for Community Events was approved by council as amended with the exclusion of Item 8 which reads: Councillors may claim up to a maximum of $500 per year with regard to representing Lacombe County at community events.

Crop compensation rates

A recommendation that no changes be made for crop compensation rates as outlined in Policy OP(8) Compensation for Road Construction received the approval of council.

Canadian Association of Petroleum Producers

Chris Montgomery, representing the Canadian Association of Petroleum Producers, provided a presentation regarding the Continuing Challenges for Canada’s Oil and Natural Gas Industry.

Equs Rea Ltd. presentation

Brian Hennings, General Counsel and Andy Metzger, Operations Group Leader for Equs REA Ltd., provided a presentation on the activities and initiatives of Equs REA Ltd.

The next regular council meeting will be held on Thursday, Nov. 29 at 9 a.m. at the Lacombe County Administration Building.
